New York operates its state prison system through the New York State Department of Corrections and Community Supervision (DOCCS). Phone calls from all New York state prison facilities became free on August 1, 2025. New York is the first state to implement free prison calls administratively without legislation, joining California, Colorado, Connecticut, Massachusetts, and Minnesota. The new policy saves roughly 30,000 New York families an estimated $13.3 million per year. Each incarcerated person receives three free calls per week of up to 15 minutes, added to their accounts each Saturday.

New York City jail calls have been free since 2019, making New York the state with the broadest free call coverage including both state prisons and NYC jails. Previously, incarcerated New Yorkers were charged $0.024 per minute under a Securus Technologies contract. Since calls are now free, a Securus account is no longer needed to receive calls from state facilities. Unused Securus balances can be refunded by contacting Securus. Calls from New York state facilities can reach numbers in the United States, Canada, and US territories including Puerto Rico, Guam, and the US Virgin Islands.

The DIN number (Department Identification Number) is the unique identifier assigned to every person in New York DOCCS custody. It must appear on all mail sent to DOCCS facilities. Use the DOCCS inmate lookup at doccs.ny.gov to find the DIN and current facility. For federal inmates in New York such as those at MDC Brooklyn, use CorrLinks for messaging and ConnectNetwork for phone calls which are separate federal systems and not covered by the New York free call program.
