Minnesota operates its state prison system through the Minnesota Department of Corrections (MN DOC). Phone calls from all MN DOC state facilities are free under legislation that took effect in July 2023. Video calls are also free under legislation that expanded the program. You do not need a prepaid calling account or stamps to receive calls or messages from someone in a Minnesota state prison. Minnesota was among the first states in the country to fully eliminate phone and video charges at state facilities.
Minnesota is now working to extend free communication to include electronic messaging under SF 666 included in omnibus legislation considered in 2025. Even though calls are free, families still need to be on the approved contact list to receive calls. MCF Stillwater, MCF Faribault, MCF St. Cloud, and MCF Oak Park Heights are among the larger Minnesota state facilities.
Minnesota county jails use their own phone providers which may charge for calls. Ramsey County in St. Paul offers free calls at its county facilities. Hennepin County in Minneapolis uses ConnectNetwork GTL. Not all Minnesota county jails offer free calls. Always confirm the specific provider and rate for each county facility.
