Monroe Correctional Complex

Monroe Correctional Complex is a major state correctional facility operated by the Washington Department of Corrections, located in Monroe in Snohomish County, about 30 miles northeast of Seattle. The complex includes several units at different security levels — including the Twin Rivers Unit, the Special Offender Unit, the Minimum Security Unit, and others — making it one of the largest and most varied correctional campuses in Washington state. Monroe houses adult male inmates at maximum, medium, and minimum security classifications. Its location in western Washington, close to the Seattle metropolitan area, makes it one of the most accessible state prisons for the largest concentration of Washington families.

Communication at Monroe Correctional Complex follows Washington DOC provider contracts. JPay handles electronic messaging, photo sharing, and money transfers. Families create a JPay account and add the inmate using their Washington DOC number to begin correspondence. GTL manages phone calls and video visitation under the WDOC statewide contract. The two-platform model applies: JPay for messaging and money, GTL for phone and video. These are separate accounts — stamps and phone credits are not transferable between platforms.

Monroe is in Snohomish County about 30 miles northeast of Seattle via US-2 and SR-522 — roughly a 40 to 45-minute drive from the city in normal traffic conditions. For families in Everett, Marysville, or north Seattle, the facility is even closer. The proximity to the Seattle metro area makes Monroe one of the most visited state prisons in Washington, given how much of the state's population lives in the Puget Sound region. For families east of the Cascades in Spokane or Yakima, the drive is several hours, and JPay and GTL video visits are the most practical options for regular contact. Washington DOC accounts carry over to any other Washington facility if an inmate transfers.
