Fairfax County Adult Detention Center Inmate Communication Overview

Fairfax County Adult Detention Center, usually called the ADC, is the county jail in Fairfax, Virginia, operated by the Fairfax County Sheriff's Office. It sits at 10520 Judicial Drive, Fairfax, VA 22030, in the Public Safety Center next to the Courthouse, just west of Chain Bridge Road. The public parking garage is a short walk away at 10550 Page Avenue. The main phone number is 703-246-2100.

All communication services run through Smart Communications. Inmates use tablets or kiosks to visit by video, make and receive phone calls, send and receive text messages, read mail, and view pictures from loved ones. The Sheriff's Office contracted with Smart Communications in 2021, and video visiting for the general population began in August 2021. On-site kiosks for family and friends in the ADC lobby are free of charge.

Phone calls use Smart Communications. Families can set up a Pre-paid Collect, PIN Debit, or Direct Bill account for local, in-state, out-of-state, and international calls by signing up at smartinmate.com. Customer Care is at 1-888-253-5178 or 1-727-349-1561. Inmates may not receive incoming phone calls; only verified emergency messages are delivered to them. After classification, inmates may make free local official calls to their attorneys, probation and parole officers, bonding agent, and some community agencies.

Video visits are scheduled and paid for through Smart Communications. Authorized inmates get one video visit per day in 15 or 30 minute increments. Remote video visiting costs 10 cents per minute, and on-site video visiting using a lobby kiosk is free. Visits must be scheduled at least 24 hours in advance, or the inmate may not receive notification. Visit windows are 9 to 11 a.m., 12:30 to 4 p.m., 5 to 6 p.m., and 8 to 10 p.m., with lobby kiosks unavailable from 8 to 10 p.m. Direct video-visit questions to the vendor, not the Sheriff's Office.

Personal mail does not go to the facility. Since August 23, 2021, personal mail is no longer accepted at the ADC, and it must go to Smart Communications/FXCOADC, Inmate Name and Inmate Number, P.O. 9128, Seminole, FL 33775-9128. Mail must carry a full return address with the sender's first and last name plus the full correct inmate name and number. It is opened, scanned, screened by the ADC mail room, and forwarded electronically. Bound or book-like materials are rejected, and books sent through regular mail will not be scanned or delivered. Photographs go to the same Smart address, limited to 10 per mailing. Professional and legal mail still goes directly to the ADC, labeled Legal Mail, from the attorney of record, a Commonwealth's attorney, or the courts. Official documents and original transactional documents go to the ADC Property Officer at 10520 Judicial Drive.

Money goes into the inmate's account three ways. The lobby kiosk accepts cash and credit cards. The money safe in the lobby accepts money orders and cashier checks (no personal checks or cash) made out to the inmate's full name, with the inmate number plus the sender's name and address, with no envelope and no correspondence. Online credit card payments go through smartinmate.com, where the vendor charges a fee. The inmate gets access to deposited money within 72 hours. Inmates are charged $2 per day of incarceration to offset housing cost. Seven days after release, the Sheriff's Office mails a check for any remaining balance. Gift packages are ordered through Aramark at 1-888-439-5020 or icaregifts.com, and no gifts or food may be brought into the ADC.

Troubleshooting at Fairfax County Adult Detention Center

Fix the most common problems families hit with calls, video visits, money, and messaging.

Why am I not receiving calls from an inmate?
Inmates can only call out, so you cannot call an inmate directly. If expected calls are not coming through, check your phone's spam or silence-unknown-callers setting, since carriers often block jail numbers. Save the facility's number as a contact, confirm your number is on the inmate's approved list, and check whether your carrier blocks collect or prepaid calls. If several expected calls fail, contact the facility's phone provider support.
Why is my inmate not showing up in search?
New arrivals can take 24 to 72 hours to appear in search results, and people in transfer may temporarily disappear from listings. Try alternate spellings and name variations, and make sure you are searching the right system: the federal BOP locator only covers federal inmates, while county and state searches are separate. Some records are withheld for protective custody or sealed cases. If it has been more than a few days, call the facility's records office.
I sent money but it is not showing in the inmate's account. What should I do?
Allow processing time first. Electronic deposits can take hours and money orders can take much longer. Check your receipt and confirm the inmate's name and ID matched. Do not send a second payment until the first one is traced, since duplicate payments are hard to reverse. Contact the money-transfer provider's support with your receipt or confirmation number. If the inmate was recently transferred, funds may follow after a delay.
Why was my video visit cancelled or cut off?
Most cancellations come from connection problems or conduct-rule violations. Stay in frame, keep your ID ready, follow the dress code, keep other people off camera, and avoid profanity. Visits can also be cancelled for facility lockdowns or schedule changes. For refunds, contact the video provider's support with your visit details.
What should I do if the facility changed its communications provider?
Create an account with the new provider, since old accounts and balances do not transfer automatically. Ask the old provider whether refunds are available for unused balances. Confirm the new provider's phone, video, and messaging setup before your next visit or call.
